What is California Proposition 65 (CP65)?

CP65 typically refers to California Proposition 65 (Prop 65 or CP65), a consumer safety regulation addressing the risk of chemical exposure. Its core purpose is to warn the public to avoid exposure to chemicals that may cause cancer, reproductive toxicity, or birth defects. The California government regularly publishes a list of over 900 chemicals. If a product contains a substance on this list at a concentration that could cause exposure, it must include a warning label, such as the common statement: "This product contains chemicals known to the State of California to cause cancer or reproductive harm."

Unlike RoHS, CP65 does not restrict sales simply because the content exceeds the limit. Instead, it emphasizes "information disclosure" and "exposure risk." If certain chemicals in a material may leach out or come into contact with the human body, a warning label is required. This regulation has a very broad scope, including electronic products, wires, plastic parts, metal parts, and coatings. Materials such as PVC, rubber, pigments, and certain flame retardants are particularly prone to being subject to evaluation.

In simple terms, CP65 is a "Consumer Health Risk Disclosure Regulation" that requires products containing potentially harmful chemicals to clearly disclose the risks to consumers. It is a compliance requirement that must be observed when exporting to the United States, especially the California market.
